God does know who will choose Him because He can see the beginning and the end... He has foreknowledge, but that doesn't mean He is orchestrating every detail.
If I saw a football game yesterday and we watched it together today and I told you what would happen you wouldn't think I was controlling the game, but I have foreknowledge because I already saw what happened.
