I'm not sure that's a fair concern; we need to separate faculty from administration here. The terrible administrative choices coming from top-down pressure probably doesn't impact the scientific acheivements of the faculty.

I'd certainly expect less innovation from them in the future as hateful adminiatrative policy furthers brain drain and faculty departures, but I think that will take time.
