There's no roadbed - the concrete tracks sit on concrete sleepers, which are held in place by concrete pylons drilled up to 4 metres into the ground. The soil near the river tends to shift around, so the pylons provide stability. The width of the busway is only 6.2 metres, which is narrower than the ROW for a dual-track light rail, let alone an actual road, and the concrete components are themselves lighter than the weight of a proper light rail installation. And yes, it is quieter - steel wheels on steel tracks make a lot more noise than rubber tyres on concrete.
