Based on what I understand Biden was told by Treasury, he was not going to threaten to use the 14th. The risk of issuing debt that the Court could end up invalidating would have spiked interest rates and been almost as bad as default.
Meanwhile, this deal appears to be substantially the same as a clean debt limit + later budget deal, but _without_ risking a shutdown (+ a 2 year debt limit extension), arguably a **better** outcome.
