I am not sure how many of those were for windows
But let us say you only install less than 20 megabytes for a dos game but it uses a cd rom drive and accesses more than 300 megabytes of audio and video files
To install the whole game on your hard drive in a new computer ( without using that CD anymore ) it would be more than 300 megabytes even though with the CD it might take less than 20 megabytes
So that would be about 857 to 858 CDs
Maybe that might only take 18 gigabytes of partial installation files and the rest would be accessed by external file sources like about 900 CDs but there were no partial installation options and everything was treated like full install because you do not access it from a CD separate from the hard drive anymore

Legality, safety, price and location to find exodus?
The big problem is it would do no good without the updated patches found on online communities for certain games like Daggerfall and Arena ( from the early elder scrolls series which ) for example that were full of errors and if you just copied the CD without the patches it would not run properly
I am guessing Exodus will do no good if you just have to start downloading so many patches after getting it. In the end you would still have to deal with the games one at a time because of the patches
