I did notice these things, and i think the US and germany are quite similar... in the meaning that car manufacturers had a great influence.

Try to phase out the "this is normal" for a moment.

If most people live in cities, that would be where most people need to work non-remote jobs. Providing services like cook food, keep machinery running, medical services and the like.

So an actual need to get to the city quickly, that would be what an ambulance is for (not a car for the purpose of our discussion, it's for the seriously diabled - if i am run over, missing a leg, i am seriously disabled!).

Not an actual need would be work that can be done remotely. Not a need to come to the office, only a baby managers wish (missing object permanence, need to see the employee or the employee does not work). That's cool, why not work remotely?

What actual need is there to live outside the city and perform a job inside the city or the other way around?

I could be a lumberjack and live outside, or a store clerk and live inside. The reverse is just silly.

I'd rather say that infrastructure (like shops and stuff) are removed from outside of city because someone optimized for money, which does not represent human needs... we'd need to decide for ourselves what is needed, or we get massively inefficient infrastructure based on wrong calculations.
