That's fine and in a way 80% of what I want fixed, that was my core frustration from the beginning. I don't dictate what Misskey should do, I only advocate for what I perceive as a limitation, inconvenience or intuitive behavior, not to nag maintainers until I am satisfied for a personal need.

I never said nobody uses "Home" based your interpretation. What I wanted to say is enforcing an interpretation that not everyone share (at least I don't), never documented anywhere (at least not one have been presented, Misskey docs or AS2.0 spec, I did not see any documentation supporting your view as what a reasonable, new Misskey/Fediverse users think it should do).
In a personal way to express my feelings, it does feels to me that you (or opponents as a whole) respected the wishes a % of users based on an undocumented interpretation but tied some other % of user's hands up in that they can't have a proper visibility setting for what you agreed with me as correct behavior (like the Intel, syuilo case, etc), even if they are using the "technically correct" interpretation (still, this is not the most important part, and keeping existing behavior has its value, but it does form a contrast on why I perceive this is narrow interpretation based on undocumented behavior).

I didn't read Mastodon's Quote control proposal and I will when I get to it, while I still question its efficacy, this is something we don't have to reach a consensus on for the purpose of implementing a feature.
However at least my bottom line on why I think this is different is "Quote control" at least just by name I think does induce the interpretation you take (when I say limit I meant you shouldn't be able to just Quote/Renote). "ホームタイムラインのみに公開", instead does not, IMO. "
