Quasi blacklist, or 'call out' if you want. In the sigined event the community lists a bunch of stuff—the community mint if any, the allowed content types with reference to spec (doesn't have to be an approved NIP), etc. Whitelisted and blacklisted clients can also be listed in there, though not sure the terminology (recommended vs. not-recommended, whatever).
