We don't need a UN agency when we have perfectly useful civil tort law.
I know what's an even better way to oversee AI: pass a law to remove "limited liability" from AI companies. That way, when their half-ass products fail, the people harmed can sue and collect their payment from the shareholders' and owners' personal fortunes.
Ship bad enough product, and you will lose your house.
