I’m not an expert but with muun they’re are using swaps, so technically when you hit send you are sending muun a bitcoin on chain payment and then they send the lightning transaction to the recipient
With Phoenix you are actually setting up your own lightning channels and sending directly to the lightning network. So to set up you need enough sats to get a channel going. Which I guess is around 10k sats
