The positive of that kind of portability would be to save instances from what happened to queer.af, or just if a name change is needed, but the negative would be that malicious instances could evade blocks by just changing their domain name and have their whole harassment infrastructure ready again.
The latter could of course be mitigated if the instance announcement/handshake/whatever contained a a permanent record of all previous instance domain name.
