Even in my nabe of yards and gardens, many neighbors got basements flooded. Sewer lines couldn't handle the load and backed up into basement drains. Ew!
Also, a lot of those "gardens" are lawns, useless for water capture and infiltration. When I went out shopping this afternoon, many of those lawns had puddles nearly the size of ponds.
No lawn, no problem!
