Yes and no, sort-of, I believe.
15W would be 5V @ 3A, but the upstream port isn't guaranteed to source more than 0.5A. You need to check the voltage across the CC resistors to know how much you're allowed to pull: >1.31V = 3A, >0.7V = 1.5A, else 0.5A
Only one of the CC resistors will have voltage across it (depending on connector orientation), so you have to check both and pick the max of the two.
