X, Facebook, LinkedIn, Google (third parties) etc are just centralised servers that can choose how the information on its platform are either amplified or censored by how they develop its algorithm. They can influence how information is perceived depending on how they see fit, this could be by someone as little as a disgruntled employee, right up to a well backed lobbying campaign.
