There are two ways of viewing the current predicament of Te Whatu Ora (Health NZ).
1) they've been operating a massive budget deficit (irresponsible leeches!), or
2) they were chronically underfunded in the first place and set up to fail.
None of this is good for people who need a functional health system. Which is everyone, at one point or another.
