Rather than telling you there's a potential carcinogen nearby and leaving you to figure out if you've exceeded your risk threshold, a useful regulatory framework would require firms to use their products in ways that minimize cancer risk. For example, if a product ships with a chemical that is potentially carcinogenic for a couple weeks after it is manufactured, then the law could require the manufacturer to air out the product for 14 days before shipping it to the wholesaler.
