I think the most key issue is that we should not ask one group or individual to do all of these things, too much power concentration causes the situation we have today. Additionally armed responders need the level of training, organisation, and consequences associated with service in the military, not the immunity and fast tracked training associated with police today. If you ask me i think the military is already perfect for the armed response role.
