i believe it. with that many students needing extra help, it's overwhelming. i guess that's a judgment call in terms of time management at this point. if it were me, i'd see if (free) tutoring was available through one of the existing university services like student disabilities.
failing that? triage. help the ones you can, and be honest with the folks beyond resuscitation that they might consider dropping the course. it is an awful place to be, but there are limits to what we can do as instructors :\
