Well, to cap off, I'll just add this. If a fascist visits my instance in a browser, passively takes a screenshot, then takes it back to twitter to use in a smear campaign, that's abuse, we would all agree. It's a form of abuse our admin has no power to stop. However, if the fascist opens an account and starts harassing people, that's abuse the admin does have the power to stop.
It seems to me the argument you're making is, since we can't stop the screenshotting, there's no point in moderating the fascists when they come into the instance and harass, since abuse is happening anyway.
The conversation I would like to have had is about the responsibility of admins to mitigate abuse, not technical theoreticals about scraping that may or may not be happening beyond our control
