"Let" the UN dostrivute food? No. You don't ask promission of nazis. You go in and distribite the aid and if someone tries to interfere you shoot them in the face. Imagine waiting for the WWII nazis to let you bring food to the Jewish people they held hostage and murdered. Same thing here.
