This is what leads to the rise of organized crime. The average middle class salaryman trying to earn a bit extra from renting isn't going to want to deal with that... but he'd gladly go to a biker bar and find someone with empty pockets and a sympathetic ear. Before long, cops aren't the ones enforcing the laws anymore.
