yup that is what it seems like to me too. Houses and families have been there too long and not willing to sell. Well now they are stuck between a rock and a hard place. I bet it will come out later that those who did sign with development companies to sell their homes get to have all the help they need while those who hold out or refuse are stuck in the aftermath with nothing. Just speculation but in 10yrs that same area will have many resorts and high rise hotels courtesy of whoever started or didn't stop the fires from destroying everything. Very sad
