I had to google the term radical acceptance as I was not familiar with this term. If by radical acceptance of a constraint, you mean that it has to be accepted because it is beyond your span of control then I would say initially no.
Exploitation of a constraint is a strategic decision seeing how some constraints are bad, while others are good. Constraints enable us to create stable systems.
