- a publicly routable IP address
- a domain
- a TLS certificate
While it is technically possible to set up an AP server on a phone (if you somehow obtain a public IP from your carrier), it would be extremely impractical. The protocol expects servers to have an uptime as close to 100% as possible. Phones can't do that. Besides, running a web server can't be good for the battery life.
