In the six years since the last Inquiry into the crisis in England’s special educational needs & disabilities (Send) reported its findings little has got better & in many ways things have worsened; so what is needed is clearly another(!) Inquiry.
There are some complex issues that may require further investigation, but the key problem is pretty easy to state:
SEND is underfunded!
Another Inquiry may help, but what's really needed is more (and stable) money!
