If you're trying to connect your Nintendo Switch Joycons to your pc and your Bluetooth USB dongle is connected to a USB 3.0 port.
I had to connect the Bluetooth dongle to a USB extension cable, and connect that to a USB 2.0 port and all my bizarre connection issues were resolved.
