That unfortunately is the way every government handles investment scams that they failed to nip in the bud.
They know that if they stop a scam while it is in full swing, they will be facing maybe millions of frothing mad victims who will blame THEM for their loss.
So the gov will always look the other way, for as long as it takes, until the scam collapses on its own. THEN the cops will move in and prosecute organizers, promoters, traders, ...
