personally, I think it's just a comedy bit, a character. Many such cases on the fedi (and before, IRC).
Not to my taste, and obviously not to many others, but there are some people who don't block him and regularly interact with him, perpetuating the bit.
Again, not to my personal taste, but comedy is all subjective.
