I do not agree with this.
It is akin to give responsibility to tools for what you do with them.
Kids are small people whose brain is still developing, yet are capable of understanding rules and contracts. Agree to have them writing a story on their personal, anonymous blog, and/or take a duolingo lesson, and in exchange they can watch the same amount of minutes of their favourite show (maybe in the same language of the duolingo lesson). All the while, make them company.
Quality time with a parent, arguably harmless screen time, learning opportunity.
Win-win.
