Although there may be a horizontality of cause and effects all the way around (while also rejecting the eternal return assumption) insofar as any atomic bond formed is causally formed and so can be effectually deformed in another way (applying half life on helium and up but also not to hydrogen), we end up entertaining Machian ideals, like presuming there's a ratio of total hydrogen pre-existing for total cubic space of the 3D universe rather than dealing with proportions of matter relational to the universe.
Generally speaking however, the sun is mostly hydrogen so a non hydrogen rich clouds in free space may not form as much solar bodies if any.
There is probably some second order inertial confinement fusion chamber effects going on in planets to form other sorts of higher mass elements up to an arbitrary threshold condition that makes it decay instead, forming free hydrogen and gaining volume, so the expanding earth theory in part can explain a terrestrial based source of water as well.
