The DLC is all there. It looks like they remade every asset in the game. They also revoiced the NPCs, so it's no longer the same 6 voice actors. NPCs look incredible now. All the animations are redone too.

You can see across whole of Cyrodiil if you get high enough. There's no level of detail pop in at all, either. Leaves fall from trees and blow along the ground, fish fill rivers, stealth archer works great.
