I'm saying the trolley collector, unless they have changed since I worked in a supermarket, won't complain about the bins being too small because the packaging will never get to the bin. They'll either toss it on the ground or leave it for the next customer to deal with.
The next customer will probably leave that trolley and grab an empty one.
Unfortunately while the idea is good, in practice it's not going to send the message you want it to send.
