No one I know ever got mad at it. Not even actual black people.
It's very normal to say negro to someone even in a friendly fashion.
There is a lot of famous people in here whose artistic name is "El Negro"
"El negro Fontanarrosa"
"El Negro Ibarra"
"El negro Gonzáles Oro "
To give a few examples.
And each one of us here for sure know someone called "el negro"
There are not many African descendants, yet the few there are, surely are called Negro. There was this Colombian black kid playing in our local team and he was "El Negro"...
That is all good here. Not a racist slur at all. As this was a country of immigrants , the nationality or ethnicity or people was always associated with their naming...

"El Ruso"
"El Tano"
"El gallego"
"El chino"
Sometimes the surname didn't even describe their procedence, like most "El Turco" wasn't actually Turkish but Lebanese. Some "El Chino" are actually native American mapuche , just Asian looking. I know one descendant of Laos refugees people being called "Chino" no problem.
Or most "Gallego" wasn't actually from Galicia but another region of Spain. Or "Ruso" being applied to someone with a blonde hair and blue eyes even though he was German descendant.
No offence is ever taken.
So we are not afraid of calling people negro, as it seems equal in our consciousness as calling someone "Gringo" or "Tano"
Aside from using "negro" as a way to name "friend" we can use the term "Indio" that it could be seen as a slur as well...
Some common ways of greeting among males for example:
"Qué hacés Indio" (what are you doing Indian)
"Cómo andas mí negro" (how are you my nigger)
"Hola rey" (hello king)
"Cómo va mono" (What's up Monkey?)
All those expressions have the same value and there are more and with even more absurd literal translations.
