For decades they've reduced the number of social housing units built, while implementing restrictive zoning rules that favour single family stand alone houses.
"The market" was supposed to fill in the gaps. "The market" decided to focus on building McMansions in suburbia or 30+ story "luxury" condo units.
Progress has been stalled for so long, it's at a crisis.
Pressure ends up at the federal level, where they've got limited tools. One is restricting immigration, another is manipulating interest rates to cool the market. Both are blunt instruments that affect the country at large for what are largely regional issues.
The feds used to be involved in public housing, but that requires agreements with the provinces, and we're back at square one.
My city has removed a lot of zoning restrictions and a number of two- and three-story apartment buildings have been springing up, replacing previously single family homes. But it's going to take time to accommodate the backlog.
