It makes sense from the compiler perspective.They did not want / couldn't just remove the feature, so it had to become optional in the same way other extensions are optional, so it made sense to make it into an extension that's then "discouraged". And of course, there was no clear order between the standards effort and the compiler changes, so the extension terminology may have ended up elsewhere.
