If it’s not there it’s kind of fair game.
I do a courtesy query to see if someone else is using it (maybe they are building something and aren’t ready to publish a NIP) etc.
The 30000 range is probably good for that. You can use the pubkey,kind, and d tag to track a your replaceable event.
There may also be the 10000-20000 that could work too.
