WHFB has a long history of TOs applying list composition rules. Stuff like that, and pre-submitting lists to events are baked into the culture of the game.
First off: I refuse to accept that a game that's been out for less than a month _requires_ external comp rules. It simply hasn't existed long enough for cracks to form that require an amateur's hand to spackle over. 2/?
