Is there any planner app that can distribute a regularly occuring event as even as possible within a calendar month?

Something like, say, I want to set an event reminder for something that happens ten times a month:
- If it happens in non-February, it'll just put them every three days starting from the first
- If it's on February, it'll alternate between two and three days, while trying to keep the distribution as even as possible

And so on...
