From how the learning model is programmed to input data, and therefore reliant on both the ability and motives of the programmer(s), to the information from which it learns.
And here is the problematic part - the growth of AI is occurring at a time when available information for AI learning is most biased by the humans that created that information.
All human weakness, prejudice and irrationality informs the available information.
