The investigation began as a narrow probe into officers who cheated on college tests to obtain raises. This investigation opened a “Pandora’s box” of unethical & potentially criminal behavior among officers.
The early morning raid came after a federal grand jury handed down an indictment containing a wide range of charges against officers.
