holy fuckin shit I managed to make GTK4/Libadwaita stuff actually use my GTK theme
and by "use my GTK theme" I mean I symlinked the stylesheets into ~/.config/gtk-4.0/ because apparently it doesn't load themes any more, you have to put the overrides there yourself
