There was a thing called Grandfather Rights, where if people had been driving long enough when the tests were brought in didn't have to take one - but I think they could still be banned.
I do love the fact that my 1980s licence allows me to drive everything from a tricycle to a Jumbo Jet, but the youngsters practically have to retake their test when they change cars.
