Because it did not own the code, the Post Office was also unable to inspect the part of the software that processed transactions, and had to rely on assurances from Fujitsu that it was functioning correctly.
I don't believe for a second that using a FOSS system would have prevented the Post Office scandal, as software licensing doesn't negate people and management issues, but I can't help but wonder if a FOSS system would have made some aspects of the scandal easier to tackle.
