Can’t really speak for everyone in my area but for myself and neighbors we had other things to worry about than hoarding/stocking up. Mostly our needs consisted of replacing food that was lost when we had no power, gas to clear debris and cleaning supplies to start the process of putting things back together. Most were not prepped for the storm (unlike me) so many had a lot of work to do just to get back to normal vs preparing for supply issues. Not even sure many knew about the dock workers strike, since none took heed to the warnings of the storm coming in the news. We were in survival mode at the time but just with the current disaster and not the possible one which was a good thing since the strike ended before it started.
