did:web is one of the identifier schemes, the other (more commonly used for accounts) is did:plc (see https://atproto.com/specs/did)

did:web uses a DNS address to provide an identity; it looks like someone is registering tons of subdomains under eclipse.pub named after nostr pubkeys as atproto identities, probably to be used to publish bridged messages from nostr through a custom PDS implementation
