So I texted her, and she had HR call me back. They told me that they "encouraged everyone to reapply" after the layoff and that based on my performance I didn't qualify for the job.
So I guess when I asked, "would you want me back if I reapplied?" and she said, "Yes, definitely." that was just to "encourage me to reapply".
She didn't respond back to me, just had some clueless newly hired HR lady talk to me for her.
