You don't need a whole new protocol, just support a different identity entry point, which can point to your npub and relays, Relays don't need to know about that change at all, only some clients could opt in.

As for bootstraping a new DHT, small DHTs are extremely vulnerable to Sybil attacks, and i have never seen any DHT succeeding at growing to anywhere near Mainline size (thanks to torrent).

However if you think you can do it, go for it, so far none of the folks who said they can do it actually put in the work to grow a secp DHT.
