I assume this to be true - criminals need a forum just as much as anyone else.
This is one reason I promote single-user Fediverse nodes, and this is why I have no respect for NAS, POAST and other massive nodes. You cannot control when criminals going to sign up to your "muh free speech" networks. Criminals abuse and exploit everything, and they will ruin your dreams for fairness and greatness.
This is not rocket science, leave Telegram alone because by shutting it down all your are doing is making all those criminals looking for a new home.
