Report from the engineering world: no. It is useful when bidding on a contract to say that the team that will be doing the work has X number of Ph.D.s on it, so we hire them. But in practice, the arrow of causality goes the “wrong” direction. People with the talent we need tend to have a Ph.D., but they didn’t get the talent in grad school. They were talented already.
