Ah okay, if I correctly understand what you mean, that has a name, "agorism", that's when enlightened like-minded people form a societal binding in a specific geographical area, and in this way not only help each other and can recreate a minimal but healthy division of labor that follows the true rules of free market, but are also effectively ungovernable by the local institutions, as the ratio of police to the real population is so low (and must necessarily be so) that a compact amount of people all standing against the existing rules cannot be possibly "forced" to do anything by any police.
